Can a benefit be counted as realized without a measurement?
No. A benefit with no baseline or no data is listed as not measured and is never counted as realized.
What does observed, not attributed mean?
The measure moved after go-live, but something else changed in the same period, so the change is reported as a reading and not credited to the program alone.
